78 % of employees covered by MPF

The enrolment situation of the Mandatory Provident Fund (MPF) has further improved since the System commenced on December 1 with the compliance rate increasing from 71 per cent last Friday to 78 per cent.

At today's meeting, the Management Board of the Mandatory Provident Fund Schemes Authority (MPFA) learnt that about 1,571,000 employees and 154,600 self-employed persons had joined MPF schemes, representing 78 per cent and 55 per cent of the relevant population respectively.

About 155,000 employers, or 62 per cent of the total relevant population, have signed up for MPF schemes.

"With the implementation of MPF, about 2,556,000 employees, representing 80 per cent of the entire workforce, are now covered by some form of retirement schemes. They include civil servants, teachers of subsidized schools, employees covered by existing occupational retirement schemes and those who have joined MPF," said Chairman of the MPFA, the Hon Charles Lee Yeh-kwong.

The Board also learnt that a 60-member team made up of compliance managers, inspectors and assistant inspection officers would form the backbone of the MPFA's enforcement arm and that its staffing requirement would be reviewed from time to time, based on experience and functional needs.

To complement its enforcement work, the MPFA has set up a Complaints Handling System linked with the trustees to facilitate referral of complaints and monitor processing of cases.

The Board noted that the aim of the System was to ensure that all the complaints and enquiries received would be handled efficiently and expeditiously.
