MPFA blog - Listening to the voices of the grassroots on their needs in retirement protection

MPFA Chairman Mrs Ayesha Macpherson Lau today (22 August) published her latest blog post, saying that safeguarding the MPF rights of employees is one of her key work targets as MPFA Chairman. Mrs Lau reiterated that the grassroots are of utmost concern under the MPF System, because the MPF may be their most important, or in some cases their only retirement savings. The MPFA must therefore listen to their voices before making major decisions to ensure that the policies and measures are in their interest.

 

Mrs Lau mentioned that since taking office in March, she had paid visits to various groups of workers to understand more about their work conditions and their views towards retirement protection.  She also explained to them the importance of the MPF and early retirement planning.  During her recent visit to a small community of ethnic minorities in Kwai Chung, she learned from the South Asian workers that they wished to obtain more information and assistance in protecting their MPF rights and managing their retirement savings.  Earlier, Mrs Lau also met with representatives and front line workers from the motor transport and the catering industry to understand their retirement needs and concerns. Since different industries and communities have different needs for MPF management, the MPFA has developed a range of tailored “information packs” targeting different audience. The MPFA will continue to organize outreach activities to deliver relevant messages to more employees.

 

In addition to public education, Mrs Lau pointed out that the MPFA protects the rights and interests of grassroots scheme members through enforcement action. In 2020-2021, the MPFA recovered almost $200 million in MPF default contributions on behalf of over 100,000 affected employees, which was a record in the past decade. The MPFA also inspected about 900 employment establishments, issued over 300,000 payment notices in respect of MPF default contributions, and investigated over 45,000 cases. Furthermore, more than 600 summonses were issued to employers and directors or managers of limited companies suspected of violating the law, and 40 financial notices were issued to repeat defaulters. Both the number of surcharge notices issued by the MPFA and investigation cases increased in 2020-21 compared with 2019-2020.

 

Lastly, Mrs Lau mentioned that in light of the rise of “gig workers” in recent years, the MPFA needs to develop more corresponding strategies to cope with the new trend. After the launch of the eMPF Platform, non-regular workers, including gig workers, casual workers and self-employed persons, will benefit, as they will be able to manage their MPF more conveniently for retirement planning.
