MPFA blog — MPFA gauges public views to help build the eMPF Platform

In her latest blog post published today (28 August), MPFA Chairman Mrs Ayesha Macpherson Lau emphasized that it is essential to listen to a broad range of stakeholders’ opinions, to help the project contractor of the eMPF Platform refine the front-end portal design to meet the users’ expectation for a “simple, easy and convenient” platform to facilitate management of MPF administration processes via digital means. 

 

Mrs Lau mentioned that the MPFA had organised a stakeholders consultation exercise (SCE) with 104 sessions held from December 2021 to mid-July 2022. About 3,300 representatives from more than 190 groups, including labour unions, business chambers, human resources bodies, small and medium enterprises associations, self-employed person groups, MPF industry practitioners and media, participated in this exercise, and close to 1,500 opinions and suggestions have been received. Generally speaking, employers, MPF scheme members and MPF intermediaries considered that the design of the Platform’s front-end portal was clear, and the flow of operation was simple and direct.

 

Some participating employers commented that the Platform would boost the digitalization of the MPF administration procedures, which would save time and enhance the efficiency and accuracy of MPF management, and environmental efficiency could also be achieved through reducing paper consumption. As for MPF scheme members, it was generally reflected that the Platform could offer one-stop service, facilitating ease of registration and access to information, and making MPF account consolidation much convenient. To the grassroots workers, they were more concerned about the availability of sufficient support and education, and the function of notification for them to keep track of MPF contributions made by their employers.

 

Mrs Lau said “The eMPF Platform Company and contractor are now conducting a detailed analysis of the opinions and suggestions with a view to incorporating suitable ones into the Platform’s design. Although the SCE is completed, we are still keen to receive valuable opinions and suggestions from all sectors with a view to perfecting the Platform.”

 

She added that a large-scale promotional and educational campaign is being prepared to enhance awareness of the Platform among the working population and employers. The MPFA will allow sufficient time for carrying out briefings and promotion work targeting the public to ensure a smooth transition to the Platform.
