MPFA organized outreach activities to help construction and catering workers enrol in MPF schemes
The Mandatory Provident Fund Schemes Authority (MPFA) organizes outreach activities to promote the Mandatory Provident Fund (MPF) Industry Schemes. The MPFA also calls on casual workers in the construction and catering industries1 to open casual employee accounts under the MPF Industry Schemes and get a “casual employee card” for each scheme. This makes it convenient for their employers to make MPF contributions to provide them with enhanced retirement protection.
MPF Industry Schemes Committee Chairman Dr Roy Chung visited a construction site in Tseung Kwan O today (4 January), accompanied by the Chairman of the Hong Kong Construction Industry Employees General Union, Wong Ping, the MPFA Chief Corporate Affairs Officer and Executive Director, Cheng Yan-chee, and representatives of the two Industry Schemes trustees to call on construction workers to open casual employee accounts under the MPF Industry Schemes and actively manage their MPF.
Dr Chung said, “For casual employees in the catering and construction industries who have opened casual employee accounts with both Industry Scheme trustees in advance, even if they change job later, as long as their new employers have joined one of the Industry Schemes, they need not open another account. Their employers can make MPF contributions immediately,” he said. “The registration of both ‘casual employee cards’ would surely bring about great convenience to casual workers and employers.”
Dr Chung stressed that MPF was an important part of employees’ retirement protection and encouraged construction workers to make good use of the online platforms and mobile apps provided by two trustees that operate the MPF Industry Schemes to open casual employee accounts.
Last month (December 2018), the MPFA sent letters to all 23,600 employers enrolled in the MPF Industry Schemes, reminding them of their responsibility to enrol their employees in an MPF scheme if the employees have not done so themselves. If they have employed casual employees but not yet provided their contact information to the trustee of the relevant MPF Industry Scheme, they should send the employees’ contact information to the trustee as soon as possible to complete the account opening procedure.
From time to time, the MPFA conducts inspections of catering and construction workplaces, such as construction sites and restaurants, to remind employers of their legal obligations, and disseminate messages about MPF Industry Schemes to both employers and employees.
As at the end of 2018, around 670,000 employees and self-employed persons were registered in the Industry Schemes.

MPFA Chief Corporate Affairs Officer and Executive Director Cheng Yan-chee delivered messages about the MPF Industry Schemes and encouraged casual employees to open casual employee account with each of the two Industry Scheme trustees, in an annual dinner co-organized by the Federation of Hong Kong Food and Beverage Industries Trade Unions and the Eating Establishment Employees General Union.

1. Casual employees in the catering and construction industry are those engaged by an employer on a day-to-day basis or for a fixed period of less than 60 days. Even if the casual employees work for only one day, the employer must make MPF arrangements for them. The Industry Schemes are designed for casual employees in the two industries.
