Contract for eMPF Platform project awarded

The MPFA announced today (29 January 2021) awarding PCCW Solutions Limited with the contract for the design, build and operation of the eMPF Platform, which marks a major step forward in the development of this pioneering project aiming to standardize, streamline and automate the MPF scheme administration processes, thereby creating room for fee reduction and a predominantly paperless experience in the MPF System.


The MPFA was tasked by the Government in 2018 to design, build, operate and own the eMPF Platform. As the most important reform of the MPF System since its inception in 2000, the eMPF Platform will dawn a new era for the MPF ecosystem, and bring multi-faceted benefits to stakeholders, including scheme members, self-employed persons, employers, trustees, industry practitioners and the MPFA. This public utility will also pave the way for future reform initiatives and add fresh impetus to the development of Hong Kong as a smart city.


A Request for Proposal (RFP) for the eMPF Platform was issued by the MPFA in December 2019 to openly invite interested tenderers to build and operate the eMPF Platform. Following the completion of the RFP exercise on 29 April 2020, the MPFA has concluded evaluation of the proposals received according to the principles of impartiality, fairness, public interest and prudent use of public resources as stipulated in the Agreement on Government Procurement of the World Trade Organization, and awarded the contract to PCCW Solutions Limited. The contract period of the eMPF Platform project comprises a two-year implementation period and a seven-year operation/ maintenance period, and may be extended for one to three years.


The MPFA has been empowered by law to set up a wholly-owned subsidiary - the eMPF Platform Company (the Company) to take forward the project. The Company will coordinate the necessary preparatory work and operate the Platform.


To pave way for the launch and smooth operation of the eMPF Platform, further legislative amendments will be introduced to enable designation of the eMPF Platform as the common platform for scheme administration processes in the MPF System, and delineate the respective roles, functions, powers and responsibilities of the Government, the MPFA, the Company and trustees. The amendments will also reflect the streamlined work flow and reduced regulatory burden on trustees as a result of the implementation of eMPF Platform. The present target is to introduce the legislative proposals into the Legislative Council in the second quarter of 2021.


The development of the eMPF Platform is progressing according to schedule. It is expected that the Platform will be built by end 2022 the earliest. Subject to orderly transition to the Platform by trustees in batches starting from 2023, the Platform would come into full operation in around 2025.


The MPFA will continue to work closely with the Government and relevant stakeholders on the development and operation of the eMPF Platform.
