MPFA receives 2016 Ombudsman’s Award for Public Organisations
The Mandatory Provident Fund Schemes Authority (MPFA) has received the Ombudsman’s Award for Public Organisations for the second time for its ongoing commitment to providing professional and quality service to the public. Also, MPFA staff members received the Ombudsman’s Award for Officers of Public Organisations for the 14th year in a row.
MPFA Managing Director Mrs Diana Chan said the Mandatory Provident Fund (MPF) System is one of the important pillars of Hong Kong’s retirement protection system. The MPFA closely monitors compliance with the Mandatory Provident Fund Schemes Ordinance and Occupational Retirement Schemes Ordinance and proactively handles complaints from the public, trying to stand in other people’s shoes and think from their perspectives. The MPFA believes that each and every complaint provides it with a valuable opportunity to better understand the needs of MPF scheme members and seek ways to improve the MPF System.
Mrs Chan added that receiving both the Ombudsman’s Award for Public Organizations and the Ombudsman’s Award for Officers of Public Organisations again is a great honour for the MPFA and its staff. The MPFA is always ready to listen and to look for room for improvement to further enhance the MPF System, thus making it a retirement savings system that is valued by the people of Hong Kong.
This year, MPFA Supervision Division Officer Winnie Chu and Enforcement Division Senior Officer Jenny Ho received the Ombudsman’s Award for Officers of Public Organisations.
One of Winnie Chu’s cases related to a big company which had defaulted on its ORSO contributions. The employer was facing the possibility of winding up, and the staff responsible for handling the ORSO schemes had left the company. This situation made the process of recovery and release of ORSO benefits more difficult. But with Winnie’s enthusiastic effort and determination, more than $3 million in outstanding contributions from over 100 scheme members were recovered.
Apart from recovering ORSO and MPF contributions for scheme members, the MPFA handles many different types of complaints. The other awardee, Jenny Ho, handled a complaint from an elderly man with terminal illness. The complainant alleged that he had incurred a loss on his MPF accrued benefits and that it was the MPF trustee’s fault. The complainant threatened to hurt himself in his demand for compensation. With Jenny’s sincere attitude and skills in counselling and mediation, the complainant eventually accepted the trustee’s explanation, and the dispute was resolved.
